[IRCA] tentative 1548 Kuwait, top of band is open tonight.

Heard at 0150 UTC with man speaking AA and AA sounding dance music, fairly 
strong signal. Have picked up other carriers up here also tonight, no time 
to really check out lower band stuff, why does this always happen on work 
nights?
