I finally found the reference that I mentioned to Curt yesterday regarding
Radio Reloj being relayed to the other networks after 0600 Z.

"Rodriguez of R. Reloj; other stations may relay Reloj after 0600 UTC
(12/99  NRC"  It's dated material but may help explain those ticks and
"diddahdditdiddahdit" that shows up in unexpected places on our dials.
There's probably nothing sacred about adherence to only relaying after
0600Z.
