There are two geographical references on the tape ... one is "Rio Bravo" .. the other is "Tamaulipas." Brownsville is across the Rio Grande, a.k.a. "Rio Bravo," from the state of Tamaulipas.
In null of KKLF-1700, I'm hearing shouting man in Spanish, where I used to hear sports in English, right now at 0331 UTC. Sounds like a format change to me.

Here's a brief recording where "Ka Vay Ennay Essay" is mentioned.

The announcer all states "a partir de hoy" "starting from today". Has
there been a changeover today and are there any Spanish speakers who can
extract anything more from the recording?
