You could start with -- Al Gore -- who invented the internet and the 1996 re-write of the Communications Act -- that reqiures the FCC to auction off all broadcast channels.   I've heard that Al is busy saving the world and selling his book.  But what's to stop an FM station - from "buying" a three leter call sign ??   KOL-FM -- KHJ - FM - KJR - FM..   Why not sell off any call with a Z or a Q.   Or any call with a K or W.
