   Thank you for point easily overlooked. Why the secrecy? FCC surely 
approved 1610. Surely not in this instance, but doesn't secrecy suggest sub rosa 
activity? 

Some, citing shared trait of non-forthcoming behavior, suggest testing is HD 
related.
