[IRCA] Carriers on 1609, 1610 and 1611

The signals on 1609, 1610, and 1611 are definitely closely connected 
and being manipulated.

At 0050Z 1609 and 1611 went off abruptly for a couple seconds, back 
on, then off for several seconds, and finally back on.  The Spectran 
traces followed each other precisely.

A few minutes later 1609 and 1611 alternately faded out and back on 
one after the other, then both winked out and back on together.

During these dances 1610 stayed on and steady.

At 0110Z 11/30, 1610.03 is S9+20 while the other two are 10 dB lower.
