[IRCA] Test tone on 1610.

Once again Chris' antenna shows it's superiority over mine.  At 1230 EST the tone is quite weak here - battling the Steamship Authority TIS in Falmouth.    I agree with Doug Smith's theory - it's probably a truck-mounted military transmitter  "warming up" before it is shipped overseas.  The last one, KTRK-1670, was located at Fort Meade, MD.  This one is probably close to DC in MD or VA also.
