[IRCA] Tone on 1610

Audible here even under the splatter from local KCKK on 1600. Seems to
loop due east.

LBA does have a current license on 1610 (also 530 and 1040) under the
call WC2XKX. It is licensed to a 15 mile radius of Pactolus NC. But it
is only licensed for 400 watts and expires on 12/1/06 unless it was
recently renewed.

Highway Information Services also has a license on 1610 and several
other frequencies. The license is based in Durham NC but can be used
anywhere nationwide. It has a 10 watt limit. This is probably a
demonstrator for a mobile TIS/HAR system. The call is WD2XFY and it
expires 12/1/08.

As widely as this is being heard it must be way more than 400 watts.
