Could be KWBY Woodburn, OR.  According to radio-locator the slogan is "radio 
fiesta la pantera". But I know alot of stations that just go by the 
frequency alot of the time, like the one you mentioned.  KWRU and KWBY are 
the two SS's that I regularly hear. Good luck.
