I don't know if it just in this area or everywhere, but some nationwide chains are now stopping the use of mail-in rebates just because of the dissatisfaction.  They can always do an in-store rebate if they choose to, but that means the buyer can't forget (so it cuts into their revenue stream) and they have to wait for vendors to kick the rebated amounts back to them.  Net 30 is rarely even close to that, so they don't want to be out the bucks for the short term.  If enough people barraged the managers on a regular basis, it would become a topic that gets discussed in their regional/national meetings, and if they see their in-store sales down at the same time, they would change some policies...hopefully.
