This is a classic case of how short-staffing and budget cuts has affected
the FCC. Its database is heavily dependent on licensees accurately
reporting their status to the Commission. In theory, WCFI should have
notified the FCC as soon as it went silent, and the license should have
been revoked 12 months later. But many licensees know that the FCC doesn't
have the staff in the field to keep an eye on tens of thousands of
licensees, and so they think - correctly, much of the time - that if they
don't tell Uncle Sam, nobody will ever know.

This can have its downsides - if the FCC does find out that WCFI's been
silent all this time (if, for instance, they show up for an inspection and
find no towers and no station), they can cancel the license and fine the
former licensee, which would be bad news if that licensee ever wants to be
in the business again.

(These situations usually resolve themselves when some other broadcaster -
let's say, totally hypothetically, the 1300 in Cocoa - wants to do a
signal upgrade and finds that it has to protect the no-longer-extant WCFI.
They'd notify the FCC, which would look into the situation and act
accordingly.)
