[IRCA] IRCA E-mail Directory? Where ARE these weird folks?

Volken, Folks, Gente, mga Kaibigan:

Up until I was sent to VOA Delano and nearly caught my death of cancer, I was editing the "IRCA E-mail Directory," which included the hometown of the listee.

It seemed to be useful. At least no one threatened to hang me.

Is there any support for it now? There was was strong opposition to something similar a while back. 

What if it were available only under IRCA password?
