The FCC fact sheet says it's OK to use an antenna "designed" for TV 
reception.  I wonder if that's what the official rules actually say.  If 
that's the case, you could put a TV antenna on a balcony, hook it to a 
matching network, and use it for AM or SW reception or even as a ham 
antenna.
