I thought that the U.S. laws apply only to satellite TV antennas and ham
antennas. If you're not a licensed ham, then your antenna might not be
covered, right?

I don't know what to tell a Canadian. Here in the USA the law permits
antennas on a balcony and the landlord has no say in it. I could not even
begin to tell you Canadian law.

If you can afford to move into a rental house, and often here in the USA
they are cheaper than apartments, do it. You can put up an antenna there
even if its just a wire along a fence.
