[IRCA] 648 Vladivostok VOA

Good Morning,

Mauno Ritola e-mailed me the link to the summer schedule of WRTH.  It shows that 648 Vladivostok, Russia is broadcasting the VOA with no shortwave //.  I guess thats why nothing was heard on 3995.  Thanks Mauno for your help.  Been trying to figure this one out for two weeks.
