[IRCA] NE Oregon TPs

Pacific TPs didn't seemed poorer today. Lots of MW hets but only a couple of 
the strong ones with audio. LWBC Far East Russians doing better today; only 
a het for Mongolia. But the Papua New Guinea 1725 GA and 1738 KUT beacons 
were stronger and easy copy. LF beacons were excellent again, though the 
band was noisier.
