JD, 

This site is the best one for local government (LG) licensed TIS's.  
You have to use their forms to find what you want, but it is the must 
up-to-date of any the LG TIS databases.

Unfortunatey, there is no good list of Federal Government operated 
TISs.  Any list that exists has been a tabulation of Fed stations 
heard by DXers or gleaned from other sources.
