*** If your fantasy were to come true, CC would simply take those dark
and concurrently apply for higher power, better patterns for their co-
or adjacent-channel properties in the next nearest market. 

That doesn't preclude them wishing a lot of the others would go dark
for inability to fund IBOC and then CC could do the same with nearby
properties they do own.

But if either CC or others put those smaller ones on the market, your
fear could also come true.
