[IRCA] NE Oregon TPs

Low static levels this morning helped the LWBC check, but Far East Russia 
was not doing very well. But Asian reception was doing well, with my usual 
1300-1320 utc peak, and the low end of the band had audio on 567, 576, 594, 
684 past 1330 utc, when everything else had faded out except for weak hets.
Last night's TA/Trans Polar was very poor with only faint audio on 162 and 
very poor audio on 189, and only the faintest hets on MW.
