A possible explanation is that the station was proofing its night DA after a
modifiacation or upgrade of its night pattern. The measurements have to be
made during daylight hours (and generally not during critical hours) and
must be made with the night pattern and power and no modulation. Although
there is no guarantee that that IS the explanation in this case, it could
explain exactly the situation you described.
