Not if you don't have much population. We have 36K in the whole county.
Astoria has less than 10K. Only on Walmart on the coast, at Newport.
>From here, Longview WA is the closest at 60 miles.
No Target ever, as they want at least 50K in the area to build, if then.  
I tried to buy a power backup system. I can get a 500VA one from Walmart
for $35. Here $100 for a 1000VA. Little choice or variety. Better than
it used to but a long way to go....
