[IRCA] Logging

My local WARL-1320 has no programming at the moment, and only has a fairly
nasty hum on the air with a TOH heard.

In LSB mode on the R8B CKEC is coming in well.  Several good IDs and
occasional announcements.  Music is the format, though not much
recognizeable to me.

Local WALE-990 is still off.  If I get the time, I'll call their engineer
next week to find out why.  WNTP and WLGZ fighting it out..
