You're right that you can get rid of a lot of the chaff by filtering out the things you don't want.  The problem is that there's way too many things you don't want and very little that you do.  The criteria entry box is limited in the number of characters it will acceptIn Charley's case, I would start by using:
 
"Charles Taylor" Greenville
 
You would get some extras on here because "Greenville" would be a term all by itself along with his name.  And this would obviously not catch "Charles A. Taylor" because the middle part wasn't part of the search string.  The best thing is to be as precise as possible, and back off on the precision one little bit at a time.  I can usually find exactly what I'm looking for.
 
Google is one of the more precise search engines out there.  Dogpile has always been a decent one too.  There are others that will spew volumes of hooey at you as if that was what you wanted.  The trick would be to build a context-driven engine but the analytics would take too much time to run for most people who basically want it all and want it now.

-Philosophy -Philosopher "North Carolina" -Representative gets it
down to 27,400

and zooming in a bit more:

"Charles Taylor" -Liberia -Prize -Harvard -Congressman -Congress
-Philosophy -Philosopher "North Carolina" -Representative DX = 67
matches

"Charles Taylor" -Liberia -Prize -Harvard -Congressman -Congress
-Philosophy -Philosopher "North Carolina" -Representative DXer = 2
matches
