As a jammer it isn't at all effective, but as a nuisance it does pretty 
well.  I'm not sure there's much demand for nuisances though.

Personally I think if Fidel's radio repairmen could figure it out, Cuba's 
version of IBOC hiss would have long ago gone away.  It is waisted energy 
-- already a scarce commodity in Cuba -- better used to fill Cuban airwaves 
with Fidel's proclamations and to block the imperialist subversive messages 
from US stations.
