[IRCA] TA LWBC, NE Oregon

I only checked once for TA signals; LWBC had 171 with poor/weak audio; 189 
with weak/medium audio--at 0350 utc. On MW weak hets on 1314 and 1125.
I listened for the next 40 minutes, but all signals quickly went away and 
never faded up again. I must have caught the peak just by accident.
