[IRCA] Portland KDZR and KDZR DX Tests - Please change reporting location

In the announcement for the KDZR and KDZR DX tests an e-mail address was
provided. This was by mistake.

This address does not have broadband and many of those who are reporting are
submitting large audio files, virtually stopping the downloads of the
person's email and creating great frustration.  You can assume that many of
these reports were deleted.

Anyone who has NOT submitted a report for these tests must submit the report
directly to the station at the addresses provided below.  If you have
already sent a report you should resubmit it as chances are it was deleted.
