[IRCA] TA on 621 kHz

Weak carrier on 621 kHz at 0328 UTC 01/31/06, TA bearing.  
No audio at first, then faded up with a man talking in what seemed 
to be Spanish, too weak to understand.  I've noticed the carrier 
before, but this is the first time I've heard audio.

Two 35 ft. Ewe antennas at 218 and 293 degrees, 6 ft. outdoor loop
