[IRCA] 1460 in Rochester without my local WHIC

So far, it's a mix of CJOY (oldies and Canadian election news at the 
bottom of the hour) and WBRN-MI (local weather, "on the new News Talk 
1460, WBRN.")

It's also nice not to have my usual 1370/1460 mixing product sitting 
on 1550, though CBE's incredibly dominant there in its stead with CBC 
election coverage.
