Like yourself, I was in the affected area from August 28th
until well into
October. Most of the time, the car radio was glued on WWL
(actually
most of the time the radios were on amateur ARES stations
and/or
police channels, but I digress)
I remember telling evacuees in the Birmingham area who were
staying
nearby that they could listen to WWL at night to get local
info. They
were amazed that it was even possible to hear a New
Orleans
station that far away. I had to explain more than once why
they
could only get them at night! :)
Unfortunately, DXing was far from my mind...so I never
scanned
the dial to even see if FEMA had another station on.

As far as I know, nothing like Radio Recovery ever materialized
following Katrina and Rita. I was in the region from Sept. 3 until just
before Thanksgiving, so I'm pretty sure I would have heard about any
operation like this. WWL and the United Radio Broadcasters of New
Orleans operation was up and running very quickly and I think that
filled the bill for public information really well. I think a lot of
the general public was surprised that AM radio was still alive, and
what an important role it can play, particularly in emergencies like
this.
BTW, I'm still accepting reception reports for the special
URBONO QSL cards. I've received and verified about 30 reports from
listeners around the world. Most have been for the WHRI operation, but I
did receive a couple of European reports on WWL transmissions on 870. SWBC
reports have come from all over Europe, Australia, New Zealand and
Japan. No reports yet from Latin America or Africa.

Does anyone know if FEMA set up (and possibly is still
running)
any of their Radio Recovery low powered AM transmitters
within
the area affected by Katrina?
I seem to recall a fairly powerful station that was set up
in Miami
after Andrew that was well heard throughout the Eastern US.
FEMA runs information for the refugees, news briefs,
etc?
