[IRCA] LW BC update

R. France Inter. on 162 Kc is downright loud right now (0140Z).  Good signal 
also on 153 Kc, but R. Alger's typical low modulation level doesn't provide much 
audio to pull out.  Not much on 171 or 183, and fair audio on 198 - the best 
I've heard it (BBC) here in Michigan.  But R. France is awesome right now...
