I didn't read that he sent the same report over and over again to KDAC.  I read that it took over 20 years to get one.  I'd give a guess that he sent a fresh one.  I had a bunch of stations on my sh*t list because of non-verification.  When I read that they were again verifying, I would send out a fresh one and hope for the best.  Patrick lives and breathes DX, so I'd guess he did the same.
