To get an X-bander, you have to have applied years ago - as in 1993 
or thereabouts. The FCC has so far had just one window for X-band 
applications - when the band first opened, they asked interested 
licensees for "expressions of interest" in the X-band. Only class A 
and B stations (no class D ex-daytimers, no class C graveyarders) 
could get on the list.

The FCC then went through and evaluated the list to see which of the 
stations on it caused the most nighttime skywave interference to 
other stations, creating a list of X-band moves designed to reduce 
skywave interference on the "old" AM band. (That's why the Cs and Ds 
weren't eligible - officially, they create no skywave interference to 
other stations!)

Trouble is, the list ended up being top-heavy with stations that 
already had a pretty good set of night facilities - 940 in Fresno and 
980 in Troy NY, for instance. There was no way they were going to 
give up their existing night signals for an X-band move, but there 
they were on the list, with no provisions for reassigning those 
X-band allocations to other stations if they didn't want them. The 
list also made little attempt to create any sort of geographic 
balance, so all of New England ended up with just one X-band 
allocation, which went unused in the end.

The FCC's been in no hurry at all to open another window for new 
X-band apps, and they've pretty much acknowledged that it ranks very 
low on their list of priorities these days.
