[IRCA] Victoria conditions 17 Oct

After hearing a few weak TA carriers last night, thought that there 
might be some hope for this morning.

Around 1410UT, things opened up a bit, with Chinese heard on 945, and 
for the first time this season, 1557, likely Taiwan, though my 
webstream address for RTI-1557 is now out of date.

Quite lively for the next 20 minutes; details later.
