Not quite the rest of the world. There are still some countries that use :30 or :45 offset time zones, including:
- our closes neighbor Canada
- our very popular DX target Australia
- desired DX target India
- the widely heard Iran
plus a handul of others like Afghanistan, Myanmar, Sri Lanka, Nepal, NK and until just recently Venezuela.
