Could likely be a couple possibilities. XEDP is the normal Mexican on 710 here in IL and 15 years ago was common in when I lived in San Diego but now there are more Mexicans on 710. I think KMIA no longer cheats and basically hasn't for over a year.
 
XEDP has a singing "La Ranchera de Cuauhtemoc" ID that is easy to pick out.  73 KAZ

I'm listening to a Spanish station in the KSPN-710 null. 10PM PST. Playing Norteno and other music, slogan hard to understand. Anyone else hearing this one? Suspect Mexico.
