[IRCA] CONFIRMED - WNCT off freq

I just confimed that WNCT 1070 is the one who is off frequency on 
1070.  I have them at 1070.073 tonight.  I was able to isolate their 
signal using USB and the 2.3 khz filter.  They were still audible on 
the 4.0 KHz filter, but with some difficulty.   They run a string of 
local ads for Greenville businesses followed by the East Carolina 
postgame show. 11/19 2030 EST
