As the guy that wrote about the RTL dongles recently, I'll second Walt's advice. This is not/not the radio for anybody that would be a subscriber to this mailing list.

That said, this is the most bang for the buck to get an idea of what SDR is (US$20 for the RTL-SDR Blog v3 dongle), and to try some of the free software that is out there (SDR#, HDSDR, SDR-Console). Most of them will work with your next purchase (Perseus and ELAD), if you want something other than the radio's bundled software package.
