[IRCA] Puyallup, WA Ultralight TP's for 9-28

It seems like Puyallup got the worst of both worlds this morning by being too far north to receive Dennis' Asians, and by being too much of a clunker location to receive Colin's DU's. No carriers from either direction showed up here this morning, resulting in a total transoceanic washout.

About the only interesting item of note was that the propagation that shut out the Asians also completely shut out the 1566-Jammer-- a kind of final confirmation that the bizarre signal is not being generated locally. This was the first time in 9 days that the 1566-Jammer has been completely absent around 1255 UTC.
