[IRCA] TP DX in Seattle on Sept 24

Conditions were down a bit compared to my last session in mid-week. 
Generally speaking there were lots of good carriers but audio was in 
short supply. Some frequencies, like 603 657 963 and 1197, had good 
signals but couldn't produce any recognizable program content through 
the noise and splatter.

GOOD

1053    Korean jammer quite loud 1324
1566    HLAZ, woman with the usual close of Japanese program 1342-45, 
including FEBC IDs & piano music

FAIR

890    KBBI, ID 1259, BBC news 1300 mixing with CJDC

1575    VOA, woman in unid language 1245

POOR

693    JOAB, Japanese talk 1212
819    good carrier, possibly some choral music 1312 with much 820 splatter
