You might try JNL Repair, 8191 Heritage Place Drive, Ft. Worth, TX, 76137, tel# 817-325-5840. Can't speak to CR-2021/DX-400 but JNL does good work on older Uniden scanners. My 2021 did same thing, Radio Shack wouldn't repair. They tried fixing DX-400, couldn't as chips discontinued/unavailable. Depends on specific problem.
