Would operation in that manner qualify them to keep the license?  It doesn't seem so, but if it does, maybe it would take a complaint by someone who wanted the license...don't know.  If they were operating with normal power, I would be able to pick them up at my home.  At 15 watts, Merced would own the frequency (at least until sundown when KRXR usually takes over).
