I have an at times strong Wobbler on 870 as well. Not nearly so vigorous as last night, though. It had been on a couple other frequencies earlier this evening, but those have died down now.
The suggestion of a bubble jammer has been made before. I looked into this possibility as a source for the Wobbler and documented what I found on the Wobbler web site. There are Wobbler sample audio .mp3 files as well as a sample of a bubble jammer, plus spectrogram images of both. To me, they are similar but not the same. But you can make up your own mind by visiting the web site, if you haven't already.
By the way, I have just completed adding a fair amount of additional information as well as improving the appearance and usability of the site. There is still more to be done, but it's getting there.

Noted for the first time tonight, 2/26 at 2155 over/under WWL. Using USB, my first thought was rtty, but as I continued to listen, sounded more like a bubble jammer. No loop to check direction, but it is making it here. Not noted on other reported frequencies.
