[IRCA] WXNC 1060 final

It looks like WXNC signed off at 1930 because they disappeared. 
That left the channel open for any station with KYW.  I did not hear a 
local ID for WXNC, and they did have a couple of local ads right 
before TOH.  One of them was for Town and Country Ford.
