[IRCA] 530kc Baker City, OR TIS

I don't recall hearing this one recently; it probably just got reactivated
for the winter season. 530kc, 2 minute message about driving safely in the
winter, can't quite identify the callsign. W(QBM)575 seems closest. Baker
City, OR. Heard best on my N/S wire; I'm probably 70 air miles from Baker
City.
