[IRCA] TIJUANA-1470

Presumed XE in Tijuana on 1470 2330 11/12 with ads mentioning San Diego and
frequent promos as "frecuencia informativa." SF stations & KFBK normal; no
other signs whatever of deep Southern California penetration (other than the
usual KFI and KNX, which were down). Strange.
