[IRCA] dx tests

i e-mailed adam telling him i thought his outline ok and someone from
the club would be back with him. i dont do code and dont have contact
with anyone who does. thats one reason why someone else needs to pick
this up. at the time i wrote adam i didnt know Lynn had resigned. he did
the WNQM-1300 test ten years ago so knows what its about. if i have
caused any difficulty in the club, then im sorry about it. RCW
