[IRCA] KNST

KNST-790 in Tucson AZ was off the air this morning (Saturday) at 2 AM PLT.
 Unfortunately, I was so tired from working I didn't get a chance to
listen more.  Maybe this is a regular silent period... but if it isn't,
perhaps they are doing some maintenance and will be off again.
