[HCDX] Need Info on 6030 Marti/Cuba

I have read that there is a Monday silent period for
the Radio Marti outlet on 6030, and the Cuban jamming
that accompanies them on the frequency.  I have a
couple of questions:

1)  Is this a local (i.e. United States) Monday, or 
    UTC Monday?

2) What time is Marti off the air on this day?

Thanx in advance for everyone's help.  I am trying to
log the Canadian (CFVP) on 6030.
