That's not true, Glenn. HFCC is a like-private non-UNO association of broadcasting organisations, including private religious shortwave stations members, for request tuning of broadcast channels with extensive freedom from interference, twice a year, and required annual membership fees on a foreign exchange money basis. The socialist country of Cuba cannot afford this bussiness. Instead, like Cuba goes the world-wide government-based way of its membership in the UNO / ITU Geneva, Switzerland. And their data base tables there.
