Very good research! They have neither published a press release nor has there been other publicity so far, so this was indeed the only way to find out.

The PDF file is dated 19 June, suggesting that the broadcasts started this Monday. It's a revival after 13 or even more years, they took Arabic off shortwave in 2010 or even earlier if memory serves right (will look it up later). So this is indeed a surprise, particularly in the current situation of up to 300 job positions to go and linear TV in German to close.

DWL Television Arabic - Hans-Georg Knopp, SecrGen of the Goethe-Institut:

(...) DWL would like to set a new focus on the Arab region. Television

director Christoph Lanz would like to expand his Arabic programme window

from three to six hours daily. However, there is no money for that - two

million euros per year. So for the time being, the Bonn-based company can

only expand its Arabic internet offering, especially with a view to Iran.

While this doesn't appear in the HFCC schedules (at least when I checked) I came across a transmission in Arabic earlier on 15275 kHz and after some digging, I found the following schedule on the Deutsche Welle website - it appears that they've added several Arabic transmissions on shortwave for Sudan, obviously due to the ongoing war.

All transmissions are from Issoudun and are heard Monday - Friday, tx power is unknown:

1230 - 1300 UTC - 15275 kHz
1230 - 1300 UTC - 17800 kHz
1830 - 1900 UTC - 15275 kHz
1830 - 1900 UTC - 17840 kHz
